Clwyd West MS Darren Millar has voted in the Senedd this week against proposals to introduce compulsory voting in Wales.
Former Plaid Cymru leader Adam Price MS called on the Senedd to support his calls for a "civic duty to vote" bill.
But voting against the proposals, Darren said they would “lead to more people voting in an uniformed way”.
Speaking after the debate in the Welsh Parliament, he said:
"Voting is a right, not an obligation and no one should be penalised for choosing not to exercise their right.
"It is up to political parties and individual candidates to proactively and positively engage with voters so that they are informed and motivated to vote.
"Forcing people to vote may well improve turnout but is also likely to lead to more people voting in an uninformed way, would cost taxpayers a fortune to enforce and lead to people facing fines, prosecution and imprisonment.
"That's not acceptable in a free, tolerant and modern democracy like Wales."
